Our Mission

The Public Employees Federation (PEF) is a union representing 57,000 professional, scientific, and technical state employees. Our dedicated and talented members - NY's professional work force - keep our state government operating efficiently and provide quality services for all New Yorkers.  PEF Region 5 covers Broome, Chenango, Delaware, Otsego, Tompkins and Tioga Counties.

Region 5 insures that services are satisfactorily provided to all members and fee payers in Region 5.  The Region 5 Coordinator makes quarterly reports to the President on the level of service provided to the membership and makes recommendations for improvement.

Assemblywomen Donna Lupardo

Donna A. Lupardo was elected in 2004 to represent the 126th Assembly District which includes the City of Binghamton and the Towns of Vestal and Union. Originally from Staten Island, Donna is a graduate of Wagner College. She moved to the Southern Tier region in 1976 to attend graduate school at the State University of New York at Binghamton where she received a Masters degree in Philosophy. She stayed on as a lecturer in the School of Education & Human Development for ten years before dedicating herself to community education and public service.

She served on the Broome County Legislature from 1999 to 2000 and is the first woman to represent Broome County in the State Legislature. Assemblywoman Lupardo lives in Endwell with her husband Scott J. Peters, an Associate Professor in the Department of Education, College of Agriculture and Life Sciences at Cornell University.

In 2009 Donna was elected 1st Vice Chair of the Legislative Women's
Caucus and she is a member of the Executive Committee for the New

York
State Conference of the Italian-American's State Legislators

Standing Committee Assignments 2009: Election Law; Environmental Conservation; Higher Education; Mental Health; Transportation; Veterans Affairs.
